I. Purpose of the Call

This call is intended to grant 5 scholarships for research in ICT for Development, ICT4D onwards, allowing 5 ideas to promote ICT4D presented by 5 persons, residents in Africa, in any of the following countries: Ethiopia, Angola, Cape Verde, Mozambique and Senegal.

The source of funds enabling the provision of these 5 scholarships comes from the Spanish Agency for Development and the United Nations – Economic Commission for Africa, in collaboration with the University of Oviedo.

II. Application Period.

Applications may be submitted from the 5th February to 30 March 2011 (inclusive).

III. Beneficiaries.

African People who meet the following requirements:

a) African citizens and residents in some of these countries: Ethiopia, Mozambique, Senegal, Cape Verde and Angola.
b) To have an innovative idea, unknown and free of rights  that third parties may claim, based on ICT, which can help to solve a problem or a social or economic need in your community.
c) To have university or technological expertise or proven experience in technology development, to be able to develop the idea within a maximum of 9 months.
d) Have high level of English or Spanish (speaking and writing).
e) It will be highly appreciated if you are already working or collaborating with an institution, organization or entity, which has both interest in and the capacity to implement the idea after its technological development, once the scholarship is over.

Also ideas may be submitted by an entity. In this case the entity shall designate a person to represent the idea. This person will travel to Asturias to develop the idea and must meet the above requirements.

IV. Ideas

CREATIC4AFRICA will accept innovative ideas related to any field of ICT that, because of their entity and inventive, might be of special interest for Human Development. However, priority will be given to those ideas that can be framed in the following research areas or lines:

It should contribute to community development and the implementation object should be framed in one of the 8 Millennium Development Goals:

V. Endowment and funding

The total amount of the scholarship will be 1050.00 euros / month. This money shall be paid in equal monthly payments and will not have the consideration of a salary or a wage. It will be considered as financial support for research activities. This scholarship will not exceed the maximum period of 9 months.

The journey between the country of origin and Asturias will be founded by the project.

VI. Formalizing applications.

Applications must be submitted by email to the following address: [ctic@fundacionctic.org] and must be accompanied by the following documents:

a) Curriculum Vitae, including proof of the merits claimed (in particular the languages degrees).

b) Photocopy or digitized personal academic certificate or document certifying the expertise in technology development, where appropriate.

c) Documents that certify or endorse the interest and the potential for an African organization to implement the idea once the idea has been developed .(Not mandatory but recommended for evaluation purposes. Mandatory, if the proposal is submitted by an entity).

d) Acceptance Document of both, the requirements of the scholarship scheme and the Fundamentals of Creatic4Africa.

e) Photocopy of applicant’s passport.

VII. Resolution and Grant

The selection of ideas will be made by a committee of experts formed by CTIC Foundation’s staff. It may also have the presence of institutions and development agencies to evaluate ideas. For the selection of candidates it will be considered:

a) Compliance with the rules of the call.

b) The candidate’s academic record and / or Curriculum Vitae.

c) Evaluation of the idea according to the following criteria:

  • Relevance and Impact: How many people will be impacted by this idea? What impact will it have on people? How long will the results of this idea last? Is it urgent to fill this need?
  • Methodology: What product or process will be developed? What technology will be used and why? How should it be developed? How will the difficulties or shortcomings inherent to the territory of implementation of technology will be solved?
  • Technology and Economic Viability: Will it obtain a particular result? Will it obtain the expected impact with minimum resources ? Does its development imply low cost? Is technology adequate to solve the issues raised?
  • Sustainability: Will it have maintenance costs? Can it be implemented without external support? Is it useful for different organizations? Does its cost-effectiveness respond to the socio-economic status of the beneficiaries? Is its technology appropriate to the context of implementation?
  • Sustainability of the Return Plan: What type of entity or entities will support your return process to achieve the desired impact and how does your idea will be implemented in the context? How much time is needed to materialize the idea and to have a positive impact on the target population?

d) Personal interview on line.

Within 30 days after the selection process has been completed, the Committee will notify the list of candidates, who has obtained the scholarship and will inform the selected persons about the date, they are to join the Creatic4Africa System at CTIC Foundation. (Estimated incorporation: Second half of May).

Within two months from the date of scholarship resolution, documentation submitted by the unsuccessful candidates will be destroyed.

VIII. Terms of scholarships.

1. Period and conditions of enjoyment

Technological product or process must be completed by the end of the period established for developing your idea (maximum 9 months).

Beneficiaries of the  CREATIC4AFRICA scholarship will have to  be incorporated at the date indicated in the award letter. If the person does not incorportate in time, this will mean automatic loss of the rights attached to the scholarship. (Estimated incorporation: Second half of May)

No postponements will be accepted for the period of enjoyment of scholarships, or interruptions of the same, unless duly justified cases.

In the event the selected beneficiary gives up the scholarship, this will be granted automatically to the first candidate on the alternate list.

Receipt of a scholarship, and therefore the scholar status,does not under any circumstances mean a working relationship with the CTIC Foundation. Also, the CTIC Foundation assumes no obligation to incorporate the scholarship holder into his staff , after completion of the scholarship.

CTIC Foundation will manage, through the agreement signed with the University of Oviedo, the formalization of the scholarships awarded to individuals selected to develop the ICT4D proposed ideas.

CTIC will provide specialist advice and mentoring at different stages and processes of technological development. CTIC will ensure preservation and defend the ideas forwarded to CREATIC4AFRICA. It will also protect the legitimate rights of both the author and the CTIC, in the process of invention, adaptation and exploitation of the ideas.

Acceptance of the scholarship by the recipient constitutes acceptance of the conditions specified in this call and, as the ideas developed will be implemented in the CREATIC4AFRICA system, beneficiary will have to  respond to Creatic4Africa Fundamentals.

2. Obligations of recipients.

Beneficiaries are required to:

  • Join the CTIC Foundation’s CREATIC4AFRICA System, to benefit from the scholarship on the date specified in the  award letter. (Estimated incorporation: Second half of May).
  • Maintain a close collaboration with the research team assigned, to accept the research plan offered, to take advantage of  the research program and the scheduled activities, complying with the organization rules and the CREATIC4AFRICA Fundamentals.
  • Actively participate in the dissemination and development of the CREATIC4AFRICA project.
  • Develop the product or process in time (up to 9 months).
  • To implement the idea in the country of origin once the period of the scholarship is over. Implementation process of the idea should begin within a maximum of 1 year after the scholarship is over.
  • Property of scientific results and possible inventions, obtained as a result of the activities undertaken by the recipient during the scholarship, will be jointly held by the author and CTIC Foundation. This information must be stated in any delivered publication.
  • Inform CTIC Foundation Managing Board, immediately, about a result obtained, that can be subject to protection under the rules on intellectual property.

3. Failure

Failure of the requirements or obligations, assumed as a result of the granting of the scholarship,  may lead to the extinction of the rights acquired, to the modification of the granting decision, to the reimbursement of received amounts, or when appropriate, to face any responsibilities that may arise.
